I Its major functions are:
1 To execute the national and provincial policies， guidelines， regulations and laws concerning antiquake and reduction of natural disasters， integrated administrate municipal antiquake and reduction of natural disasters.
2 To draw up municipal development plans， long-and medium term plans and annual plans of antiquake and reduction of natural disasters; to administrate and supervise the use of antiquake and reduction of natural disaster funds and separate item funds.
3 to undertake municipal monitoring and forecasting of earthquakes; assist government and other related departments in drawing up adopting of emergency measures and comprehensive preventing measures against earthquakes; check， supervise and execute these measures. To be in charge of quick and timely report of condition of earthquakes and losses caused by earthquakes， to ensure the timely report of observational data， and provide high authorities with earthquake analyze and forecast of the municipal; to administrate and execute the evaluation of earthquake losses of the municipal; to participate in the drawing up of the reconstruction plan of earthquake disaster area.
4 To supervise and administrate division of earthquake intensity of our municipal， forecast of earthquake losses， earthquake safety evaluation of important cities and towns， key engineering construction sites easy to suffer from secondary damages; to administrate preventing of secondary earthquake damages and disasters together with related departments.
5 To execute the antiquake and earthquake prevention standards presented with earth quake parameter and tension; to check and set earthquake safety evaluation， antiquake and earthquake prevention standards of key engineering， construction sites under municipal level; to guide and supervise the antiquake and earthquake prevention of key engineering construction， engineering construction easy to suffer from secondary damages， and important facilities.
6 To promote modernization of earthquake science and technology; to administrate and organize scientific research of earthquake and the extension and application of scientific achievements.
7 To launch education of earthquake prevention and reduction of natural disasters together with related departments; to disseminate knowledge of earthquake prevention and reduction of natural disasters; deepen people’s thoughts of earthquake prevention and reduction of natural disasters; to be in charge of investigation of local felt earthquakes make sure earthquake abnormal; To solve unexpected accidents timely such as earthquake rumors; to stabilize the society.
8 To undertake other works assigned by municipal government and Provincial Bureau of Seismology.
