I Its major functions are:
1 To execute the national and provincial policies， regulations and laws concerning highway transportation; to formulate development strategies， policies， guidelines， regulations for highway industry， and supervise their implementation.
2 To draw up municipal development plans， long-and medium term plans and annual plans for highway transport industry， and organize their implementation; to take charge of statistics and information guidance of the transport industry.
3 To analyze comprehensively and forecast the economic operating situation of highway transport industry， provide guidance to the optimization of the structure and concerted development of the transport industry; to guide the reform of transportation industrial system; to coordinate the connection between highway transport and other means of transport; to organize the transportation of key materials and urgent cargo and passengers.
4 To supervise and administrate highway transportation market and the infrastructural facility construction market; to draw up market guidelines， regulate market behavior; maintain the order of equal competition of the transport industry; organize and implement engineering construction of key highways; to administrate highway transport inspection.
5 To be in charge of the overall arrangement of the county and town highways; to organize the construction， maintenance and administration of highways and attached facilities; to be in charge of highway administration; to protect highway property.
6 To be charge of industrial administration of road passenger transportation， cargo transportation， and related vehicle repairing， shifting of cargo， transportation service， driving school， and drivers’ training.
7 To be in charge of the collecting of traffic fees and its administration， to apply for and administrate the setting up of toll stations over the municipal owned highways and bridges and inspection stations; to supervise and administrate state-owned assets belonging to the bureau.
8 To organize and guide education and training of highway transport industry.
9 To provide guidance for highway transport industry to the use of foreign investments， international economic and technical exchange and cooperation， bringing in talents; manage foreign-related highway transport.
10 To formulate scientific and technological policies， technical standards and specifications for the transport industry， organize key science and technology development projects and promote the technical progress of the transport industry; to supervise and administrate safety production of highway transport industry.
11 To be in charge of municipal transport preparation against war， to undertake related works assigned by Municipal National Defense Mobilization Commission.
12 To undertake other works assigned by the municipal Party committee and municipal government.
