I Its major functions are:
1 To execute the national and provincial policies， regulations and laws concerning mechanization of agriculture， construction of agricultural projects and agricultural aviation; to study and formulate policies and regulations of our municipal agricultural machinery administration.
2 To study and formulate development strategies， long-and medium-term development plans for mechanization of agriculture， construction of agricultural projects and agricultural aviation and annual plans， and to organize the implementation of such strategies and plans.
3 To be in charge of the planning and guiding of reform of municipal agricultural machinery industry system， the construction of mechanization production of agriculture， agricultural machinery engineering development， and mechanization of agriculture service systems; to cultivate and develop the agricultural machinery service market.
4 To be in charge of the scientific research work of the agricultural machinery industry， provide guidance to scientific development， the experiments， demonstration， and popularization of mechanization of agriculture， constructions of agricultural projects， new technologies， and new machines.
5 To be in charge of the safety supervision of agricultural machinery， guide the technical training， safety education， examination and annual inspection of the operating personnel of agricultural machinery， participate in the investigation and dealing with agricultural machinery accidents.
6 To be in charge of municipal planning， construction of agricultural machinery commercial network and maintenance networks， annual inspection， the supervision and administration of agricultural machinery quality.
7 To manage funds foe the development of mechanization of agriculture; to be in charge of the construction of financial accounting， auditing， statistics and information network.
8 To be in charge of the building up of the leading groups of affiliated businesses and institutes， educating and training of the agricultural machinery system， publication of mechanization of agriculture， supervision and administration of state-owned assets.
9 To be in charge of planning of agricultural oil and other materials， distribution of agricultural oil， and administration of oil network for agricultural machinery.
10 To undertake other works assigned by the municipal Party committee and municipal government.
