I Its major functions are:
1 To execute the national regulations， policies， and laws concerning agriculture and rural economy development; to study and propose policies and measures for agriculture and rural economic developments; to organize and draw up for planting and agricultural comprehensive development; to supervise its execution.
2 To study and formulate development strategies， long-and medium-term development plans for agriculture and rural economy， and annual plans， and organize the implementation of such strategies and plans; to study and draw up the regulations and measures of countryside’s marching on to moderately well-off， and the construction of agricultural modernization; to organize the execution.
3 To study and draw up industrial policies for agriculture， to provide guidance to the adjusting of the rural industrial structure， optimization of agriculture resources， and the improvement of the quality of agricultural products; to participate in the drawing up of policies concerning agricultural products， and the prices of agriculture production materials; to study and policies and suggestions concerning circulation of large amount of agricultural commodities， rural credit， agricultural taxation， and agriculture finance subsidy.
4 To study and propose opinions on deepening economic reconstructing of the rural economic system; to provide guidance to the work in the rural reform experimental areas; to guide the constructions of agricultural socialized service system and rural collective economic organizations and cooperative economic organizations; to stabilize and perfect rural fundamental economic regulations and policies; to guide and supervise the reduction of peasants’ burdens， the transmission of the right of use of cultivated land and adjusting of rural economic interests.
5 To study and draw up policies for agriculture industrialization operating and regulations for the construction of agricultural product market system; to promote integration development of agriculture before， during， and after the production; to provide guidance and cooperation to the “vegetable basket project” and the construction of agricultural production material market system; To study and propose suggestions on the import and export of the main agricultural products; to guide the construction of agriculture information system; To forecast and release rural economic information concerning agricultural products and the supply and demand of agriculture production materials; To organize and guide the providing of agricultural disaster relief.
6 To execute sustainable development of agriculture strategies， and to be in charge of dividing of areas of the agriculture resources and ecological agriculture; to guide the exploitation of farmland， low beaches suitable for farming， and rural recyclable resources; to guide rural energy saving and the protection and management of agricultural organism species resources.
7 To study and formulate regulations and policies concerning agriculture scientific research， education， and technique popularization; to organize and carry out important scientific research programs and the introduction， exemplification， and popularization of high and new agricultural techniques from home and abroad， advanced practical techniques and varieties. To organize the execution of national， industrial， and provincial technique standards， product quality standards; to draw up technique standards and product quality standards at the municipal level; To organize and coordinate agriculture environment monitoring and the quality monitoring， appraisal of agriculture inputs， the supervision and administration of law enforcement; to be in charge of the examination and approval of plant varieties; to guide the quarantine of plants; to organize the registration of seeds， farm chemicals， fertilizers; to organize and execute confirmation of the famous brand products; authentication of organic foods， green foods， and pollution free products; to organize the protection of new plant varieties.
8 To conduct intergovernmental matters concerning agriculture， organize international economic and technical exchange and cooperation; to study and propose policies and measures for the opening to the outside of agriculture， absorbing foreign funds and developing export-oriented agriculture， and organize its execution.
9 To guide the comprehensive agricultural development; to undertake aid-the-poor development; to organize and coordinate physical training of the peasants.
10 To instruct the adjustment of agriculture industry and production structure; to guide the reform and management of state-owned agriculture businesses， agricultural seed multiplication farms and gardens.
11 To undertake other works assigned by the municipal Party committee and municipal government.
