I Its major functions are:
Municipal Administration of Radio， Film and Television is a functional department of the municipal in charge of municipal radio and TV publicity. Its major functions are:
1 To execute the Party’s and national roads regulations， policies and laws concerning radio and TV; to execute the instructions of the municipal Party committee， the municipal government concerning radio and TV; to hold the orientation of media; to administrate and exercise leadership directly over affiliated institutions and cable television network in the urban area; to check the important programs aired on radio and TV.
2 To study and draw up policies and guidelines for our municipal radio and TV work， and supervise its execution; to formulate and execute development plans for radio and TV undertakings; to offer guidance to the reform of municipal radio and TV publicity; To supervise and check the publicity disciplines of radio， film and TV.
3 To be in charge of the examination and approval of the establishments of radio stations， TV stations， cable TV stations， the regulation and instructed equipment of radio and TV launching pad， relay station frequency， channel， and power. To be in charge of evaluation， acceptance and approval of the design， construction， and installation of the municipal radio and TV projects; to provide guidance to the development and application of new radio and TV technology; to organize the construction， maintenance， development and operation of cable radio and TV network.
4 To administrate the operating activities of audio and video products， and the receiving facilities of satellite radio and TV programs. To be in charge of the use of satellite receiving facilities and the management of satellite programs; to issue and withdraw licenses of TV drama making， licenses of making and showing of radio and TV programs， and licenses of receiving satellite transmitted home-made and imported TV programs; To supervise and administrate the operating of radio and TV advertisements.
5 To maintain the safety of radio and TV facilities， assist public security departments in dealing with behaviors damaging radio and TV facilities; to be in charge of internal safety and safeguard.
6 To study and promote the reform of the administrative system of radio， film， and television; to be in charge of the training of professionals and the exchange and cooperation of the radio， film， and television system with foreign countries.
7 To lead and supervise the finance management， operating gains and fundamental construction; to draw up the standard for radio and TV station construction expenses， receiving maintenance expenses， and management expenses of satellite ground receiving facilities.
8 To undertake other works assigned by the municipal Party committee and municipal government.
