I Its major functions are:
1 To draft related policies in regard to safe production， and rules， regulations， and safety technical standards of safe production of factories， mines (noncoal)， businesses， and organize to enforce them.
2 To administrate the whole municipal safe production work， analyze and forecast the situation in safe production， draw up the work planning for the municipal safe production， perform its supervising and administrative functions on safe production according to the law， guide， coordinate， and supervise special safety inspection and supervision works undertaken by other departments， such as Bureau of Quality and Technical Supervision and Quarantine.
3 To release the municipal safe production information， comprehensively administrate the municipal counting of injuries and deaths， organize; coordinate the investigation and settlement of severe accidents. To be commissioned by the municipal government to comment or report the accident investigation report.
4 To guide and coordinate the municipal examining and testing to the safe production; to organize the implementation of examining and testing of the safe production conditions and related equipments (not including boiler， pressure vessel， lift， anti-riot appliance and other special equipments) of factories， mines， and businesses， qualification admitting， ratifying or reporting of safety evaluation， safety training， safety consulting， and other social medium organizations， and in charge of the supervision and examination.
5 To organize the promoting of safe production and the training of the staff of the administration; to organize， guide， and supervise the examination of the workers doing special works and the safety qualification of the chief managers of the enterprises.
6 To supervise the implementation of safe production regulations， laws in factories， mines， business; to supervise safety production conditions and the management of related equipments， materials and labor protection articles.
7 To be in charge of the safety supervision and examination of the simultaneous design， construction and putting into use of the safety devices and the principle parts of projects of the newly built， newly reconstructed， and newly extended programs. To supervise and examine the prevention and cure of professional harm in factories， mines， and businesses according to profession safety regulations and standards. To supervise and examine the supervision and control of main danger sources and the reform and consolidation of serious hidden troubles according to the law. To organize the investigation and dealing with the producing and selling units without fundamental safe production conditions. To organize， guide and coordinate the rescue of chemical accidents.　　
8 to draw up the research planning of safety production， organize， guide the research of safe production and technique demonstration.
9 To in charge of daily wok of municipal safe production commission
10 To undertake other works assigned by the municipal government and the municipal economic and trade commission.
