The Foreign Affairs Office of the Jining Municipal People‘s Government

The main responsibilities are:
1. To implement the guidelines and policies and enforce laws， rules and regulations related to foreign affairs and overseas Chinese affairs;
2. To be a good aid of the municipal government and party committee in the foreign affairs; to study and draw up the development strategy and annual plan of the foreign and overseas Chinese affairs and organize the implementation of them; to formulate relevant polices in this Municipality， and organize the implementation of relevant rules， regulations， and policies;
3. to do a survey of the foreign affairs and overseas Chinese information focusing on the city’s economic development and opening-up， and propose advices to the municipal government and party committee on decisions relating to the foreign affairs and overseas Chinese affairs; to serve the economic and social development through the channels of foreign contacts.
4. to examine and verify the foreign affairs and overseas Chinese affairs documents submitted to the municipal government and party committee by other departments; to be responsible of the visits abroad of the municipal leadership and the work of the examination and approval of inviting the foreigners to visit the city; to be responsible of the examination and submission and verification of foreign visits on official business on a short-term basis and invitation of foreigners and overseas Chinese to visit the city; to be responsible of the handling of passport， visa of the personnel gong abroad on official business and visa and notices of the foreigners invited for a visit; to be responsible of the administration of the passport of the personnel going abroad on official business; to be responsible for the examination and verification and submission for approval work of the municipal leadership’s meetings with overseas Chinese personnel; to be responsible for the coordination of the work relating to the overseas Chinese in relevant departments and social associations.
5. To study and propose advices on the work involving overseas Chinese， and be responsible for protecting the legitimate rights and interests of the overseas Chinese and returned overseas Chinese and their families; to cooperate with other departments to draw up drafts of policies on the families of overseas Chinese and returned overseas Chinese; to be responsible for the work of identification of the families of overseas Chinese and returned overseas Chinese; to assist relevant departments in the arrangement of the representatives of the families of overseas Chinese and returned overseas Chinese; to be responsible of the arrangement of the overseas Chinese who would return and the settlement of the country fellows from Hong Kong and Macao Special Administrative Regions to Jining City and offer assistance to their families in Jining City when they need it.
6. To study ， do research on and promote the introduction of capital， technology and talents of the overseas Chinese and Hong Kong and Macao country fellows， and propose advice on the relevant policies; to be responsible for the examination， verification， submission and approval of donations made by overseas Chinese and country fellows from Hong Kong and Macao， and supervise how they are used.
7. To implement the policies and guidelines on the Hong Kong and Macao Special Administrative Regions affairs; to examine， verify or submit the delegations or group or personnel on official business to Hong Kong and Macao Special Administrative Regions;
8. To be responsible for the arrangement for the reception of the state guests， guests of the parties， other important foreign guests and overseas Chinese， and foreign diplomatic personnel stationed in China who are on official business， and be responsible for the arrangement for municipal leadership’s participation in the foreign affairs activities.
9. To collect information on the abroad activities of personnel on official business; to sum up the information on the abroad activities of personnel on official business and invitation of foreigners to visit the city on a regular basis and submit them to the municipal party committee and government and the provincial higher authority;
10. To be responsible for the organizing and promoting the exchange activities with overseas sister cities and friendly institutions; to direct the work of non-governmental external contact; to develop relations with friendly overseas Chinese and their associations.
11. to cooperate with other departments to study and handle matters involving foreigners at the port;
12. To be responsible for the administration of the foreign journalists who come to the city for covering on a short-term basis; and to direct the arrangement of the foreign journalists’ covering activities.
13. To direct the administration of foreign experts and the work of going abroad for training in other units;
14. To be responsible of the education and training of the personnel in the foreign and overseas Chinese affairs sectors on foreign policies， foreign affairs discipline， overseas Chinese affairs policies and regulations.
15. To assist other departments in the popularization and public education of the foreign affairs; according to the documents and materials of the higher authorities and the central government， to supply materials on international situation， foreign policy and important international issues to relevant departments and seek uniformed talk about them; to cooperate with other departments to examine and verify reports on the city to the outside world; to be responsible for the work of cultural and educational exchange with overseas Chinese.
16. To implement “the rules and disciplines on foreign affairs personnel”; to cooperate with other departments to inspect and examine the implementation of the confidentiality system and the foreign affairs discipline; to make the advice to relevant departments on handling cases against foreign affairs discipline.
17. To develop the work related to Taiwan affairs according to the relevant policies made by the China central party committee.
18. To do the daily work of The Municipal Foreign Affairs Leadership Group， and direct the foreign and overseas Chinese affairs of the counties.
19. To undertakes other matters assigned by the Municipal Party Committee and Municipal Government.
