The main responsibilities are: 1. To make the standard documents of the municipal government; to plan to make the standard documents of the municipal government; to implement them after being approved; 2. To review and revise the draft of the documents submitted to the government; to coordinate different departments in making standard documents and handling the disputes in the administrative law enforcement; to make a draft of the standard documents ; 3. To undertake the interpretation of the municipal government’s standard documents; to clear, compile the municipal government’s standard documents; 4. To organize, study, and sum up the revision advice and suggestion on law, regulation submitted by the standing committee of the national, provincial and municipal people’s congress. 5. To study the laws and regulations on government administration including executive lawsuit, executive reconsideration, executive compensation, executive punishment, executive permission, executive charge and so on; to make a suggestion of improving the institutions and solving the problems; to draw up relevant draft and advice reply; 6. To be responsible of the supervision and management of the government agents and inferior agents and the administrative legal staff; to be responsible of the qualification identification of the city’s law enforcement body, executive legal staff; to examine and inspect the executive decision of punishment that should be approved or made by the government; 7. To handle the executive reconsideration administered by the government; to answer the lawsuit on behalf of the government; to coordinate the city-level executive compensation; 8. To be responsible for the recording and examination of the documents of the government departments; to examine if they are contradicted among the constitution, the law, executive protocols, local regulations and so on; 9. To be responsible for the legal administration; to be responsible for dealing with the misjudged cases; 10. To be responsible for the legal training of the city’s executive law enforcement staff; to issue and examine the certificates of the chair of the executive punishment hearing and the staff answering lawsuit; 11. To do research and academic exchange on government legal theory and government legal work; to undertake the propaganda of the law and legal education; to offer legal consulting and information service to the government officials and agents; 12. To direct the city’s arbitration work; 13. To handle other work assigned by the government and party committee;
