The main responsibilities are:
1. To enforce the state laws and implement policies on education; to study and make the formal documents and policies on the city’s education work.
2. To study and make the development strategy， medium-and- long-term schemes and annual plan of the education work.
3. To be responsible of the overall administration of the city’s basic education (including pre-school education)， high education， job training， adult education and so on; to guide and coordinate the education work of different counties and districts; to be in charge of supervision and evaluation of education.
4. To work out and guide the educational reforms; to make clear the interior and exterior relations of education; to work out the arrangement of the high schools and their courses.
5. To work with relevant departments to make the policies and regulations on raising educational funds， appropriation， educational infrastructure investments， and education charge; to submit the proposal for annual budgeting for educational funds; to supervise the special projects funds for education.
6. To guide and regulate the teaching staff management and the management institutional reforms inside schools; to work with relevant departments to make the policies and regulations on the salary and personnel management in the education field.
7. To administer the executive cadres in the educational institutions;
8. To guide the physical education， health education and aesthetic education in all sorts of schools;
9. To be in charge of the diploma education and the examinations; to plan and guide the work of self-teaching tests， private education， further education and wiping out illiteracy.
10. To work with other departments to make the recruitment plan of the high schools， adult schools and so on.
11. To coordinate the co-starting schools and inter-school exchange and cooperation.
12. To be in charge of the foreign exchange and educational exchange with Hong Kong， Macao， and Taiwan.
13. To organize and guide educational research， teaching research.
14. To direct the building and renovation of the schoolhouses; to direct work in the aspects of education with electrical audio-visual aids， instruments， books， teaching facilities and laboratories and work-study program.
15. To handle other work assigned by the municipal government and party committee.
