The main responsibilities are: 1. To enforce and implement the state policies, guidelines, laws and regulations on personnel work; to study, make and oversee the implementation of the city’s policies and regulations on personnel management. 2. To be responsible of the macro-regulation and structural adjustment of workers with the government agents and social causes institutions; to compile the plan of the employees and their salaries of the government agents and social causes institutions; to examine and check the payment in the government agents and social causes institutions. 3. To study, make and implement blur print and scheme for the personnel institutional reform of the government agents and social causes institutions in the city; to coordinate and guide the the personnel institutional reform in the city’s corporations. 4. To be responsible of the city’s civil servants management; to study, draw up and implement the regulations and specific measures on the city’s civil servant management. 5. To be responsible of the overall regulation of the city’s specialized technical personnel; to study, make and implement the policies and specific measures on the city’s specialized technical personnel management; to deepen the technical titles reform; to make policies and specific measures on the employment of city’s specialized technical personnel; to be responsible for the unified management of the assessment, test of the specialized technical qualification; to guide the examination of the technical ratings of workers with the government agents and social causes institutions; to be responsible for the selecting, recommendation and overall management of the experts that should be offered the special government allowance and has special contributions to the society and the provincial top specialized technical personnel; to be responsible for the selection, evaluation and overall management of the municipal level top specialized technical personnel; to apply the postdoctoral management system. 6. To manage the government rewards and honors and the assessment of the government agents and social causes institutions in the city; to handle the reprimand and complaints; to undertake the procedures of the executive appointment and removal of some leaders under the administration of the city’s party committee. 7. To be in charge of the city’s human resource programming and development; to make the policies on the flow of personnel; to be responsible for the development of the labor exchange market and management of the labor intermediary organs; to administer the personnel dispute arbitration and the transfer of the workers of the government agents and social causes institutions; to be responsible of the dispatch of personnel on a mission of aid, key projects or other special need; to be responsible for the selection and dispatch of personnel in non-educational field studying abroad and their arrangement of work after coming back; to be responsible for the examination and approval of transfer work from rural residential licensing to urban one of the family members of some personnel. 8. To be responsible for the salary reform in the government agents and social causes institutions; to implement the policies on the salary and government allowance of the state, provincial government agents and social causes institutions; to improve the welfare system in the government agents and social cause institutions; to implement the policies and regulations on the retirement of the sate, provincial government agents and social cause institutions; to study and make the policies and regulations on the identification and relevant remuneration of the industrial injury in the government agents and social cause institutions; to examine the degree of disability of the social causes institutions. 9. To be responsible for the transferring to civilian work of the army officers; to coordinate and guide the pre-job training of the army officers who transfer to civilian work. 10. To study and promote the graduates employment system reform and make the policies and regulations on employment of the graduates; to compile the employment plan and implement them. 11. To guide, oversee, inspect and coordinate the personnel work in the government system; to guide and coordinate the civil servant training in Jining Administration School; to organize the scientific research and information collecting of the city’s personnel system. 12. To undertake other work assigned by the municipal government and party committee.
