The main responsibilities are:
1. To enforce the state and provincial laws and implement the regulations and policies on urban planning; to study， make and enforce the policies and regulations on the city’s urban planning.
2. To be responsible for the formulation， examination， submission and enforcement of the township system， urban area， the city’s overall planning and division， specific and specialist planning; to organize the formulation of the city’s annual and short-term construction planning; to be responsible of the examination， submission， protection and supervision of cultural and historical cities and historic architectures.
3. To be responsible of enforcement and regulation of the city’s planning; to take part in the preliminary demonstration of key construction projects and the planning， examination， and comment of big projects; to issue the proposal report of construction location， permit for use of land planning in construction， permit for construction projects planning， the qualification certificate after acceptance inspection at the completion of the construction projects.
4. To be responsible of the city’s investigation and measurement work.
5. To administer the city’s planning and design; to be responsible of the examination and comment and bidding work of the urban construction projects and architectural design schemes; to administer the qualification management of the city’s urban planning and designing units and regulation of the city’s planning and designing market.
6. To be responsible of law-abiding of the city’s planning and handle the cases against the urban planning; to plan the administrative review and answer complaints.
7. To be responsible of scientific research on the city’s urban planning and foreign cooperation and exchange.
8. To take part in the city’s overall use of land planning.
9. To guide and coordinate the urban planning of the counties; to manage the human resources for urban planning.
10. To handle other work assigned by the municipal government and party committee.
