The main responsibilities are:
1. To implement the guidelines and policies and enforce laws， rules and regulations related to foreign economy and trade and absorption of investment of foreign businessmen; to study and draw up the drafts of local rules and regulations and policies related to the administration of foreign economy and trade and the absorption of investment of foreign businessmen intake and policies in the light of the actual circumstances of this Municipality ， and organize the implementation of such rules， regulations and policies.
2. To study， make and organize the implementation of the medium-long-term import and export planning， development strategies and annual goals; to enforce the policies on the import and export commodities quotas bidding; to be responsible of the examination and submission of the central government foreign economy and trade development funded projects; to work with other departments to manage the import and export quotas planning and the municipal foreign economic and trade development fund; to study and apply various new trade modes; to guide the city’s anti-dumping and anti-subsidizing of the import and export commodities and the security measures; to guide and coordinate the city’s companies on answering the anti-dumping complaints.
3. To study and make the city’s attracting foreign investment plans and development strategies; to be responsible of the examination， approval and submission of the foreign business contracts， regulations and the processing trade projects; to oversee and inspect the state of the foreign business’ following relevant laws， regulations contracts; to guide and administer the import and export of foreign businesses; to coordinate when solving the problems in foreign investment.
4. To study and make the policies and measures on promoting the city’s outbound technological trade and the import and export of technological products and sets of equipments; to administer the introduction of technologies and the import and export of equipments and the international bidding; to be in charge of technologies that are restricted or prohibited to be exported and the export and re-export of the introduced technologies.
5. To formulate the strategies of developing the city’s foreign economic and technological cooperation， overseas investment and international service trade; to administer and monitor outbound projects contracting， labor service cooperation and design consulting and so on; to administer the overseas companies invested by the city’s enterprises and representative organizations; to coordinate and manage the city’s foreign assistance programs， the economic and technological cooperation projects between states and governments， the volunteer assistance projects by UN and foreign non-governmental organizations.
6. To organize and implement the national policies and regulations on processing trade; to check on the processing trade business within municipal authorities; to macro-regulate the processing trade.
7. To be in charge of the examination， submission and licensing of granting the city’s companies the right to do business with the outside world; to submit or examine and approve and administer the representative organizations or branches of the foreign， Hong Kong， Macao， or Taiwan businesses in the city; to guide and manage all sorts of foreign economic and trade negotiation meetings， fairs， exhibitions and exposition from overseas; to be in charge of the examination and submission of the qualifications of international shipping agents in the city.
8. To study and make the development policies and planning for the city’s economic development zones and export processing zones; to handle affairs relating to the zones.
9. To study and draw up the foreign economic and trade institutional reforms and to guide the reforms of the state-owned foreign economic and trade companies.
10. To enforce and implement the city’s foreign economic and trade policies on different countries and regions; to be responsible of establishing and developing bilateral and multilateral economic relations with foreign local governments; to develop economic and trade cooperation with the city’s international sister cities and other international economic organizations; to guide and administer economic and trade activities with the countries that have not established relations with the city.
11. To be responsible of managing the workers in the foreign economic and trade sector and their training and education.
12. To undertake other matters assigned by the municipal government and party committee.
